Who We Are

The principals who established Development Resource Partners were involved in the inception of Development Resource Group, Inc. and spent nearly two decades developing that entity into one of the most respected program management, real estate acquisition and relocation service providers in the St. Louis Area. Development Resource Partners is comprised of four principal members. A biography of each appears below.

Jennifer E. Kaniecki

Jennifer has served in many capacities in her 18 years in development consulting including leading various acquisition and relocation projects under federal, state and local guidelines, conducting reviews of program compliance for federally funded programs, and conducting planning studies. Her thorough knowledge of federal, state and local programs and regulations allow her to effectively manage a wide variety of projects to the benefit of her clients. She is also experienced in the LIHTC process and has worked on several mixed-finance redevelopment projects. Jennifer has a Master’s Degree in Public Policy from St. Louis University and holds a real estate broker’s license in the State of Missouri.

Douglas A. Marshall

Doug has a real estate broker-associate license in the State of Missouri and has experience in all aspects of real estate development and redevelopment. He has been especially active in coordinating and leading large-scale acquisition and relocation projects on behalf of public and private clients. Doug has vast experience in negotiating all types of property rights including fee simple purchases, permanent easements, temporary construction easements, rights of way, conservation easements, partial takings and short and long-term leases. In addition, he has extensive experience and knowledge of the Federal Uniform Relocation Act and the State of Missouri Relocation Statute. He has been the project manager for several large scale relocation projects utilizing the URA, state statutes and customized relocation plans. Doug is a graduate of Southern Illinois University.

Laura Wilson-Hoefler

Laurie is experienced in all aspects of acquisition and relocation work. She has extensive knowledge of the Federal Uniform Relocation Act (URA). Ms. Wilson is an expert in relocation for LIHTC and Federally funded projects and has coordinated permanent and temporary displacement programs on behalf of developers and public housing agencies. She has also served on several planning and data collection projects and performed compliance and evaluation work on behalf of clients. Her expertise with LIHTC relocations has made her services highly sought after by development entities both locally and out state. Laurie attended St. Louis University.

Kurt K. Schulte

Kurt has served in a project management and implementation role for various projects over the last 18 years in real estate and housing development consulting. He has been involved in drafting Consolidated Plan and Annual Action Plan documents on behalf of entitlement communities. He also has extensive experience in creating applications and complying with federal and state programs, including CDBG, HOME and ESG. He has coordinated multiple mixed finance development projects that included federal and state LIHTC. Kurt has also been a member of two HOPE VI Program Management Teams and has worked on several public housing revitalization projects. He has also coordinated large scale land acquisition efforts on behalf of public and private clients. Kurt is a graduate of St. Louis University and holds a real estate sales license in the State of Missouri.
